Yes, there is that. All the laws in the world won't do, if they are used selectively depending on the suspect's skin color.
For example, 17 year old vigilante Kyle Rittenhouse went home after killing two protesters and wounding a third. These protesters were, in fact, speaking up about Jacob Blake, a Black man who had been shot in the back by police in front of his kids because ... um.. nobody is clear on that.

And this is nothing new. 200 years ago, enslaved persons could be killed with impunity. For many years -- and even now -- a Black person accused of a crime could get lynched in lieu of a fair trial, the assailants getting away with murder.
