Not just in the Black community -- anywhere you go! That's because, biologically speaking, reproduction is cheap for a male and very expensive for a female.

When I was young, cute, and female, I'd get pursued by guys who didn't have a pot to pee in or a window to throw it out of, as the saying goes. And Spock-ish me would be thinking, Get out! You want to make a baby with me yet you can't even take care of yourself! But I was raised to always be polite, so I didn't say that. I'd just say "No, thank you."

In many species, reproduction isn't a right given for males. It's a privilege to be earned.
