Interesting points here.
One problem is that once kids hit puberty, their needs change. They need to get out there and find themselves. And they need a clear rite of passage into adulthood. Various traditional cultures have developed ways to meet these needs. We don't. So the kids are on their own.
Another thing: When I was teaching, I was told that it's impossible for students to harass teachers, sexually or otherwise, because the teacher has all the power. Kind of like how it's impossible for Black people to be racist. At least that's what admin told me. So the teachers are on their own also.
